Is there any easy option to create a temporary static page. Just a color or picture background and couple of text messages ('under construction page + contact details or map e.i.), but no menus nor footer, etc...?
Otherwise, could I solve this with an specific plug-in? Any advise?
There isn't such option available within the theme, but there are a lot of coming soon / under construction plugins available on wordpress.org and codecanyon as well.
If you need something simple, you can check out this one, It is free, but they also sell a pro version. The free version let's you upload a logo, write some intro text and add a custom background/background image: https://wordpress.org/plugins/coming-soon/ for most cases the free version is enough.
